The Directors General of the OIE

On 8 March 1927, at the first General Session of the Office International des Epizooties, Prof. Leclainche was nominated as Director General of the Organisation, a position he held for 12 years. Prof. Leclainche was thus the first Director General of the Office and he played a predominant part in the creation and constitution of the Office.

From 1927 to 1939, he, together with the Committee of the Delegates, performed the heavy tasks of organising the permanent Central Bureau and the annual General Sessions of the Committee, performing epidemiological investigations and collecting a large quantity of documentation on most of the important epizootic diseases, and the elements of an international sanitary policy.

There have since been five other Directors General.

The present Director General of the OIE is Dr Bernard Vallat. He was elected in May 2000 and took office in January 2001, and was then re-elected in 2005 and 2010. He is currently on his third term of office. During his period of office, the OIE has seen its responsibilities extended to include animal welfare, which has thus been added to animal health and animal production food safety. There have also been numerous innovations and achievements, including:

  • Creation of the OIE World Animal Health and Welfare Fund (2004)
  • Creation of the World Animal Health Information System (WAHIS) network and its interface WAHID, providing public access to animal health information (2007)
  • Establishment of the PVS Pathway (PVS = Performance of Veterinary Services) (2006)
  • Signing of the tripartite alliance with WHO and FAO to implement the “One Health” concept (2011)

The Director General of the OIE is elected, by secret ballot, by the World Assembly of Delegates at the General Session for a five-year, renewable term of office. The Director General works at the Headquarters of the Organisation in Paris and is in charge of the staff at the Headquarters and the existing 13 regional and sub-regional offices.
